Who will benefit from this project?

The primary service area of the recreation center mirrors the Freeland Community School District. The secondary target is identified by a five mile radius which encompasses three counties (Saginaw, Bay, Midland) and seven townships (Ingersoll, Tittabawassee, Frankenlust, Kochville, Saginaw, Richland, Thomas).

As a Community Recreation Center, the facility will be designed to meet the related needs of all populations within the service area. The objective of providing opportunities for learning, development, improvement, achievement and participation are addressed with a multi-use facility open to everyone.

  • Civic needs (participation) - elections, community meetings, public hearings
  • Social needs (development) - after school programs, babysitting, parties, places for teens to meet, receptions, bingo
  • Medical needs (improvement) - physical therapy, doctor visits, therapeutic massage
  • Physical needs (achievement) - organized and drop in sports, conditioning, congregate meal site for seniors
  • Educatioal needs (learning) - Boys and Girl's Clubs, Scouts, tax preparation, pottery, dancing

Why is the recreation center beneficial?

The Freeland Community Sports Association (FCSA) conducted a Community Attitude and Interest Citizen Survey during July and August of 2006 to establish the need and priorities for a proposed new indoor and outdoor community recreation facility in Freeland. The survey data determined that residents in the service area are lacking in high quality recreational facilities and activities that are within a reasonable driving distance with respect to work and home. Local existing facilities, including schools, do not accommodate individual needs, but more importantly, there is a severe lack of gymnasium and field house space for recreational sports teams and cluds.

What is the FCSA currently doing?

The FCSA is in the process of requesting contributions from non-profit organizations, foundations, businesses and individuals. The FCSA is also organizing several fundraisers to help raise funds for the construction of the recreation center.

The 2nd annual “Arts in the Park” fundraiser was held on September 8 th at Tittabawassee Township Park. The event included local artists displaying their work, local musicians performing, and wine tasting. The event raised over $20,000 this year. Mark your calendar for the 3 rd Annual Arts in the Park on September 6 th, 2008.

 

How can residents participate?

Community members can participate by helping to spread the word of the proposed plan for a recreation center and also participating in fundraisers to ensure that the recreation center will receive adequte funding. FCSA is currently running a pledge drive for the community center. There are 6 different levels for donation and membership discounts will be offered with a pledge as follows:

How much will it cost to get in?

The current proposal is to require annual memberships for families and individuals. Family memberships are proposed at $450, adult memberships are proposed at $325, senior and youth memberships are proposed $200. The current proposal for daily admission rates is $6 for a day pass adults and $5 for seniors and youth.

When will it open?

A groundbreaking ceremony and pledge drive kickoff will take place October 15, 2007 at 5:30 p.m. at the site of the facility on M47 and Kochville Roads. The facility is anticipated to be open in the summer of 2008. The FCSA has a goal of raising $225,000 from individual donors and has received $67,000 to date. The FCSA has also received $2,739,803 from foundations and corporate giving. The total cost for the community center is $3,741,560. The medical facility is expected to be open in March 2008 and the recreation side is anticipated to open in Fall 2008.

Will Tittabawassee Township tax dollars be involved?

The Tittabawassee Township Downtown Development Authority (DDA) will own the building and lease the medical facility to MidMichigan Medical - Midland. The DDA will execute a management agreement with the FCSA to manage the facility utilizing the existing volunteer organization groups in the community. It is also being proposed to discontinue use of the Community Hall building on Church Street and use the community hall portion of the community recreation facility. The Township would contribute to the construction of this portion of the building and pay rent at a reduced rate of $6 per square foot.
